Ouellette is Vice Director at the Institute for Far Eastern Studies, Kyungnam University and Professor at the university’s Department of Politics and Diplomacy, where he teaches comparative politics and international relations in the undergraduate program. He also serves as an assistant to the university president on matters of external affairs. Over many years he has worked with the institute’s renowned academic journal Asian Perspective, and currently serves as its managing editor. He is the former director of international affairs for IFES. As an academic, his research focuses primarily on North Korean tourism and development, North Korea’s foreign relations, Korean reconciliation and peacebuilding, people-to-people exchanges with the DPRK, and more generally on the relations among actors in Northeast Asia. He also has keen interest in university pedagogy in the modern era. He holds a Ph.D. and M.A. from the University of North Korean Studies (Seoul, Korea) and a B.Ed. from the University of Manitoba (Winnipeg, Canada). He is author of the book North Korean Tourism: Plans, Propaganda, People, Peace (2017), among other academic publications.
